Synchronized coordination is required

For international football betting, Decree No. 06/2017/ND-CP (Decree 06) of January 24, 2017 on the business of betting on horse racing, greyhound racing and international football only allows one business to be piloted for 5 years, but for greyhound racing betting, horse racing allows many businesses to participate in business. In accordance with the Law on Investment 2014 and Decree No. 06, the issuance of certificates of eligibility for trading in horse racing and greyhound racing is carried out in 2 steps: The Ministry of Planning and Investment (MPS) shall appraise the investment project dossier and request the Prime Minister to decide on investment guidelines. The conditions for being granted investment registration certificates for betting business projects are to have an investment capital of at least VND 1,000 billion (for horse racing bets) and VND 300 billion (greyhound racing); have investment plans, feasible betting business plans and a commitment to supporting the community.
According to the official dispatch to the Prime Minister of the Ministry of Finance (TC), one of the agencies tasked to coordinate the implementation of Decree 06, in recent years, the Ministry of Finance has participated with 7 provinces and cities (including Hanoi, Phu Yen, Binh Duong, Vinh Phuc, Da Nang, Lam Dong and Ha Tinh) on investment policies for horse racecourse construction projects. , greyhound racing, including the betting business of horse racing, greyhound racing. However, the Ministry of Planning and Investment still wants to have official opinions from the Ministry of Planning and Investment because the Ministry has been asked by the Prime Minister to develop a national general plan on the business of betting on horse racing, greyhound racing and assigned to preside over the implementation; to report to the Prime Minister for consideration and decision.

The Ministry of Finance said: "The Ministry of Finance has proposed the Government Office to give its opinions to the Ministry of Planning and Investment on this content under the direction of the Prime Minister to accelerate the implementation of Decree No. 06. However, up to now, the Ministry of Planning and Investment has not reported to the Prime Minister on the general planning of the country for the field of betting on horse racing and greyhound racing". The fact that relevant ministries do not have synchronized coordination also significantly affects the progress of Decree 06.
There are not many qualified racetracks betting on horse racing, greyhound racing
Another factor that dog and horse racing betting activities have not yet been implemented is that in Vietnam there are no qualified racetracks that can meet the requirements of dog racing and horse racing betting. In the dispatch to the Prime Minister, the Ministry of Information and Technology stated: "Up to now, the horse racing betting business in Soc Son District, Ho Chi Minh City. Hanoi has been approved by the Prime Minister but this racetrack has not invested in betting technology systems and technical equipment, so it has not been granted a certificate of eligibility for betting business. For the remaining projects that are in the process of appraising investment policies presided over by the Ministry of Planning and Investment, they will be presented to the Prime Minister for consideration and approval".
"Investors are coordinating with ministries and sectors to finalize dossiers to be presented to competent authorities for approval of investment policies for construction of racecourses and greyhound racing, including horse racing and greyhound racing betting business in accordance with the law", said Mr. Da Van Sup. Regarding the problems of investment procedures, state management agencies are preparing to report to the Prime Minister for amendments and measures to be taken in accordance with the new conditions.

Mr. Do Van Sup, Head of Foreign Investment Department (under Department of Foreign Investment, Ministry of Planning and Investment), said that some localities such as Hanoi, Phu Yen, Vinh Phuc, Da Nang, Lam Dong … are proposing racecourse construction projects, including the horse racing and greyhound racing betting business. However, up to now, only 1 dog racing betting business has been licensed in accordance with the previous investment law with a narrow scale and scope at Lam Son Stadium (Ba Ria-Vung Tau province). In addition, Phu Yen province was also approved by the Prime Minister for the addition of Phu Yen racecourse project with horse racing and greyhound racing activities in An My commune, Tuy An province to the master plan for socio-economic development of Phu Yen province to 2020 with a vision to 2030.
